The syndicate considers these conditions, classification regulations, and compensation tables to be the **fundamental principles governing the relationship between the actor and production companies or institutions** in various artistic works.

* Contracts with actors are made on a **per-episode basis**.
* The maximum filming duration for one hour of television drama is set at **three days**, **two days** for half an hour, and **one day** for a quarter-hour episode. The **production entity bears the cost of any additional shooting days**, and the actor is entitled to **50% of their base fee per extra day**, as specified in the table.
* If the production entity extends the number of episodes **after editing** beyond what was agreed upon in the contract, and if the actor appears in additional episodes **not originally agreed upon**, the production entity is obligated to **pay the actor for each additional episode**.
* The actor is entitled to compensation for participation in **any pilot episode**.
* A **standard TV workday** for an actor is defined as **twelve hours**, excluding break time.
* **Travel expenses for filming outside Beirut** are covered by the production entity.
* The institution working with the actor must **provide life insurance coverage** and is **responsible for any harm** that may occur from the moment the actor leaves their home until they return.
* The actor must comply (under risk of union accountability) with these terms, and the **syndicate is the competent authority** to resolve any disputes between the actor and the production entity, based on the signed contract and the terms of employment and compensation.
* **Production companies are not allowed to hire non-union actors**. If artistic necessity requires it, the company must **obtain a permit from the syndicate**.
* The actor is entitled to **10% of their original fee** for **each rebroadcast episode** aired on any licensed Lebanese TV or radio station, whether terrestrial or satellite.
* Any actor working for **less than the minimum fee** will be **automatically reclassified** to the corresponding lower grade of that pay.
* Actor compensation is also set for **TV and radio talk show and variety show appearances**.

These tables and terms **go into effect as of March 1, 2018**.

Actors’ Minimum Compensation by Category

Category A (الفئة أ):

* For a **full episode** (31 to 50 minutes): **\$500 USD minimum**
* For a **half episode** (16 to 30 minutes): **\$350 USD minimum**
* For a **quarter episode** (1 to 15 minutes): **\$200 USD minimum**

Category B (الفئة ب):

* For a **full episode** (31 to 50 minutes): **\$400 USD minimum**
* For a **half episode** (16 to 30 minutes): **\$250 USD minimum**
* For a **quarter episode** (1 to 15 minutes): **\$150 USD minimum**

Category C (الفئة ج):

* For a **full episode** (31 to 50 minutes): **\$300 USD minimum**
* For a **half episode** (16 to 30 minutes): **\$200 USD minimum**
* For a **quarter episode** (1 to 15 minutes): **\$125 USD minimum**

Category D (الفئة د) – Trainees / Junior Actors:

* For a **full episode** (31 to 50 minutes): **\$200 USD minimum**
* For a **half episode** (16 to 30 minutes): **\$150 USD minimum**
* For a **quarter episode** (1 to 15 minutes): **\$100 USD minimum**

Decision No. 6098
The Minister of National Economy and Social Affairs

Based on Decree No. 12596 dated July 26, 1948,
And based on Article 88 of the Labor Law issued on September 23, 1946,
And based on the proposal of the Director of National Economy and the approval of the Director General,
Decides the following:

Article One – A license is granted to the following individuals:

* Takla Daher Chamoun
* Youssef Hosni Ahmad Qaranouh
* Mohammad Rachid Farkadan
* Zain Al-Abidine Mohammad Saidani

To establish a syndicate called: The Syndicate of Theater and Cinema Actors in Lebanon,
whose purpose is to safeguard the interests of its members, defend them, elevate the standards of the profession, and improve their financial, social, and moral conditions.

Article Two – This decision shall be effective immediately upon its publication in the Official Gazette and shall be communicated wherever necessary.
